随着我国改革开放、市场化进程的加快,铁路改革的迟缓和滞后已影响到自身的生存与发展,同时,铁路改革也遇到了自身难以解决的问题和无法承受的困难。由于我国正处在经济转轨过程中,市场机制不完善,市场失灵和市场欠缺的问题同时存在,因此,国家需要在一定时期内,以政策导向的方式填补空缺,既对铁路的经济活动施以有效的宏观调控和有力支持,又能促使铁路加速实现市场化,不断增强活力和竞争能力。
