在经济全球化及国家竞争日趋激烈的背景下,高新技术园区对区域经济的辐射带动作用成为现今研究的热点。已有的文献对园区的辐射带动作用的经济逻辑认识不足,评价高新技术园区引领与示范作用的统计指标体系不够完善。文章基于“增长极”和全球价值链的概念,利用现有的高新技术园区统计制度重新设计了评价指标方案,以此拓展了区域经济政策分析的外延框架:扩散、回波和平台三个范畴。同时,文章提出了采用“模糊熵”的方法来确定指标的权重,实现了对高新技术园区辐射带动影响力的综合评估。
Under the background of economic globalization and increasingly fierce national competition, the radiating effect of high-tech parks on regional economy has become a hot spot in the present research. The existing literature lacks understanding of the economic logic of the park’s radiation-induced role and the statistical index system for evaluating the leading and demonstrating role of hi-tech parks is not perfect. Based on the concept of “growth pole” and global value chain, the article redesigns the evaluation index scheme by using the existing high and new technology park statistical system to expand the extension framework of regional economic policy analysis: proliferation, echo and platform three A category. At the same time, the article puts forward the method of using “fuzzy entropy ” to determine the weight of the index and achieve a comprehensive evaluation of the influence of high-tech park radiation.
