面对目前民兵训练亟待深化改革的客观现实,有的同志把提倡民兵正规化训练作为一条改革出路,我们认为是应该的,必要的。因为只有提倡民兵正规化训练,才能打破长期以来民兵训练的低级循环,从根本上提高民兵战斗力。应该看到,提倡与实现之间允许有一个渐进的发展过程。提倡与实现是两个内涵不同但有联系的概念。 Facing the objective reality that the militia training needs to be deepened urgently at present, some comrades regard promoting militia formalization training as a way out of reform and we think it should be necessary and necessary.
