为深入贯彻国防和军队建设主题主线思想,加速转变战斗力生成模式和促进新质战斗力生成,吸引大量优秀人才投身国防和军队建设事业,《2020年前军队人才发展规划纲要》提出要加强军队人才成长生态环境建设。笔者认为应通过营造适合人才成长发展的社会环境、职业环境、工作环境和生活环境等四个方面来优化军队人才成长生态环境。
In order to thoroughly implement the thinking on the main theme of national defense and army building, speed up the generation of a combat force and promote the formation of a new-type combat effectiveness, and attract a large number of outstanding talents to join the cause of national defense and army building, the Outline for the Plan for Talents Development in the People’s Liberation Army by 2020 proposes strengthening military personnel development Ecological environment construction. The author believes that we should optimize the environment for the growth of military personnel by creating a social environment, a professional environment, a working environment and a living environment that are suitable for the growth and development of qualified personnel.
