前进渠不合时宜的比例分水制度,不利于灌区经济社会的可持续发展,必须进行改革,才能适应城镇化、工业化发展的需要。文章结合工程建设实践经验,对前进渠水量的计量、水量分配的原则及管理方式进行了分析,总结了前进渠比例分水的缺陷问题。在此基础上,提出科学用水与节水改造的对策。文章论述内容,可为此方面的管理实践与决策提供有益参考。
The improper proportion and diversion system of the advance channel is not conducive to the sustainable economic and social development in the irrigated area. It is necessary to carry out reforms in order to meet the needs of urbanization and industrialization. Based on the practical experience of engineering construction, the paper analyzes the measurement of forward water flow, the principle of water allocation and the management methods, and sums up the defects of proportional water diversion in advance channel. On this basis, the countermeasures of scientific water use and water saving reform are put forward. Article discusses the content, management practices and decision-making for this area can provide a useful reference.
