案例简介张某是某村民委员会副主任、党员。2006年10月,该村两名姓张的村民因砍伐山林涉嫌犯罪被县公安机关立案侦查,在村党支部书记李某等村干部的配合下被抓捕归案。张某回村得知情况后,不能正确认识,反而认为是李某等村干部与张姓家族作对,有意使坏,便鼓动带领张氏家族百余名村民到村委会大闹,对村干部进行辱骂。次日又煽动张姓宗族二百余人乘车到县公安局围攻闹事,要求放人。李某闻讯赶来劝阻时,张氏族人将其殴打致伤,并拖回本村张氏祠堂扣为人质,要挟县公安局放出两名犯罪
