沛县排灌队成立于1956年,全民事业单位,在职人员33名,主要担负县辖区的抗旱排涝任务。1983年前,该队靠抗旱补水征得的水费生活,属吃大锅饭。随着县农田水利工程的建设、配套、更新改造和管理水平不断完善,加之“南水北调”工程的实现,该队的生产生活愈显萧条。突出呈现的是:人浮于事、精神涣散,人机肚锇、怨声载道。为改变这种局面,我们采取了一系列的果断措施,达到了自给有余的成效。我们的做法是:走经营管理的道路。希望本文能给从事水利排灌事业的人员一个启示。
The Pei County Drainage and Irrigation Team was established in 1956. There are 33 employees in all public institutions and are responsible for the task of drought relief in the county area. Before 1983, the team lived on water charges collected from drought and water recharge, which was a big pot of rice. With the continuous improvement of the construction, supporting, updating and management of the county’s farmland water conservancy projects, coupled with the realization of the “South-to-North Water Diversion Project”, the team’s production and living conditions have become increasingly depressed. Highlighted are: people are overstaffed, the spirit is sloppy, the man is throwing in the stomach, and complaining. In order to change this situation, we have adopted a series of decisive measures to achieve self-sufficient results. Our approach is: Take the road to business management. I hope this article can give an enlightenment to the personnel engaged in the water drainage and irrigation.
