一九五三年的人口調查登記工作,已為建立經常的戶口登記制度奠立了基礎,目前這一制度在大部分地區已經開始建立,或者進行了必要的部署。為了做好這項工作,特作如下指示: 一、全国戶口登記行欧,由内務部和縣級以上人民委員會的民政部門主管。辦理戶口登記的机關,在城市、集鎮是公安派出所,在鄉和未設公安派出所的集鎮是鄉、鎮人民委員會。
