[目的]探讨疾控部门进社区工作模式的建立及其提高社区公共卫生服务能力的效果。[方法]建立疾控进社区路径,制订各级疾控对社区卫生服务机构健教、传染病管理、计划免疫、慢病管理等工作技术规范及相关专业培训、业务指导、监督与考核工作制度,落实培训、督导工作计划,参与政府对社区工作绩效考核与反馈;实施社区公共卫生服务组织机构建设。[结果]搭建了多部门参与、协作管理的疾控进社区工作路径;制订了项目区域各级疾控进社区工作技术规范与工作制度;协助社区搭建公共卫生服务工作框架,提高社区公卫服务综合能力;提高了社区卫生服务机构的社会效益和经济效益;提升了社区、政府对疾控进社区工作的满意度。[结论]建立科学、有效、适宜、可行的疾控进社区工作机制,是履行其职责,发挥疾控技术指导作用的先导;疾控进社区可有效提高社区公共卫生服务综合能力,并具有良好的社区效益与经济效益。
[Objective] To explore the establishment of the working mode of CDCs into the community and its effect of improving community public health service capacity. [Methods] Establish the path of disease control and control into the community and formulate technical regulations and related professional trainings, business guidance, supervision and assessment system for all levels of disease control and prevention on community health service institutions such as health education, management of infectious diseases, planned immunization and chronic disease management, Implement training, supervise the work plan, participate in government performance appraisal and feedback on community work, and implement community public health service organization construction. [Results] The work path of CDC into the community with multi-sectoral participation and collaborative management was established. The technical specifications and working system of CDC work at all levels in the project area were worked out. The community was helped to set up the work framework of public health service and improve the public health service Comprehensive ability; improve the community health service agencies of social and economic benefits; improve the community, the government’s disease control into the community’s satisfaction. [Conclusion] Establishing a scientific, effective, appropriate and feasible working mechanism of disease control into the community is the guide to fulfill its duty and play a guiding role in disease control technology. Disease control into the community can effectively improve the community public health service comprehensive ability and has a good Community and economic benefits.
