(一)我国房地产业的发展和飞速兴起,不仅对国民经济具有巨大的波及效应和带动性,而且为缓解住房紧张和完善产业结构都起了很大的作用。近几年来,我国城市住房增长较快。据对全国182个城市调查统计,1991年我国人均住房面积达6.9m~2,比十年前增长了近十倍;但我国住房的需求量也更大,1992年底我国仍然有440.5万户数代同堂,住在破旧的危房中,其中28.7万人人均住房面积不足2m~2,而美国人均住房面积达68.6m~2,加拿大也达到了41.1m~2。随着我国城市化进程和人口结构的演变,这种供求矛盾还会进一步加剧。我国目前的房地产市场不仅存在求大于供的矛盾,而且供求关系双方严重脱节,影响我国房地产市场和企业的
