2003年下半年召开的党的十六届三中全会、全国农业和粮食工作会议以及中央经济工作会议都提出,要在放开粮食收购市场的同时,把对流通环节的间接补贴改为对生产环节的直接补贴,并以此作为保护和提高我国粮食生产能力的一个重要手段。2003年,粮食直补改革在全国13个省区大范围铺开,采取了多种方式进行实践探索。粮食经济学专家李思恒教授对此进行了全面的分析并提出了有建设性的意见。
