甘谷县供销企业原下属“三司一厂”和19个基层供销社,有职工1121人。企业由于机制老化,经营模式陈旧,产品结构单一,管理水平滞后,自1989年以来连续8年亏损,债台高筑。至1997年底,全系统负债额达4478.4万元,负债率为113.4%。去年以来,甘谷县委、县政府把商贸企业改革作为全县各项工作的重头戏,积极支持引导县联社加大企业放开搞活力度,全力转换经营机制,调整产品结构,走多业兴社的路子,使企业实现大幅度减亏。目前,全县供销企业已累计盘活资产100万元,促进社有资产增值600万元,减亏企业户数达14户,减亏额为14.2万元。他们的主要做法是因企施策,多业并举,走好七条路子。
