与国际上的 NGO 相比,中国的 NGO起步较晚,人们对此概念也缺乏相应的了解。1995年北京召开第四届世界妇女大会时,国际上的许多妇女 NGO 来到北京,并举行了声势浩大的怀柔 NGO 国际论坛,从那时起,公众和媒体才开始关注NGO 这个概念。与中国 NGO 尚处于“婴儿期”相比,在国际上某些发达国家,NGO 的发展已经比较成熟,NGO 概念的内涵与外延已经有了明确的界定。并且 NGO 在国际事务中的影响也越来越大,在环保、扶贫、教育、反战、政策咨询及妇女问题等方面扮演着愈益重要的角色。而在中国,由于本国国情特异,NGO 的状况明显带上了本国特色,呈现出纷繁复杂的形态。在中国特定的经济体制与政府管理模式下,中国的 NGO 不同于国际 NGO 特别是美国的 NGO,在组织类型、活动领域、人员构成、与政府的关系、经费来源、社会影响等方面有着特殊的一面。具体来说:首先,中国的 NGO 类型比较复杂。从1999年清华大学 NGO 研究所首次在全
Compared with the international NGOs, NGOs in China started relatively late, and people lacked a proper understanding of the concept. When the Fourth World Conference on Women was held in Beijing in 1995, many international women NGOs came to Beijing and held the massive Huairou NGO International Forum. Since then, the public and the media have started to pay attention to the concept of NGO. Compared with the fact that NGOs in China are still in their infancy, the development of NGOs in some developed countries in the world has become more mature. The connotation and denotation of NGOs have been clearly defined. And the impact of NGOs in international affairs is also growing. They play an increasingly important role in environmental protection, poverty alleviation, education, anti-war, policy advice and women’s issues. In China, due to its unique national conditions, the status of NGOs has obviously brought its own characteristics and presented complicated forms. In particular the Chinese economic system and government management model, China’s NGO differ from international NGO’s NGO especially the United States, the tissue type, field activities, staff composition, terms of relations with the government, sources of funding, such as the social impact has special one side.
