为贯彻落实全国中小学生近视眼防治工作电话会议精神,根据教体〔1991〕2号通知要求,沈阳市十一个区(县)对防近工作进行了大力宣传,并认真落实,他们的具体措施是: 一、加强领导,层层发动,进一步健全责任制使各级防近工作组织系统化、管理科学化。沈阳市从1985年开始,就把每年的三月份做为“预防学生近视眼宣传月”。五年来,在市委、市政府的关怀重视下,在卫生部门的支持配合下,教育行政部门、保健所和各级各类学校做了大量工作,使全市中小学生近视眼发病率下降了5％,但目前形势仍十分严重,城区除高中有上升趋势外,农村小学和高中上升更为明显。为进一步加强学生视力保护工作,使近视
