新农保试点工作自2009年开展以来,取得了良好的社会效果,参保农民的家庭负担得到有效减轻,农民参保积极性不断提高。截至2012年底,参保人数已达到4.6亿,新农保基本实现全覆盖。这充分表明新农保制度有着很大吸引力,吸引着广大农民踊跃参保。但就目前来看,要实现其可持续发展仍需要进一步探索,建立健全一套长效机制。
Since the pilot project of new rural insurance started in 2009, it has achieved good social effects. The family burden of insured peasants has been effectively reduced, and peasants’ enthusiasm in participating in insurance increases continuously. By the end of 2012, the number of insured persons has reached 460 million, and the coverage of new rural insurance has basically reached the full coverage. This fully shows that the new system of agricultural insurance has a great attraction, attracting the majority of farmers actively participate in the insurance. However, for the moment, it is still necessary to further explore and achieve a long-term mechanism to achieve its sustainable development.
