1993年11月30日,第三次全国城镇住房制度改革工作会议在京召开。这次会议着重讨论了《国务院关于加快城镇住房制度改革的决定(草案)》,进一步统一思想,研究加快房改的政策、措施。国务委员兼国家体改委主任李铁映在讲话中指出:当前房改的基本思路是:以出售公有住房为侧重点,租、售、建并举,政策配套,形成市场,加快住房商品化、社会化的进程,早日建立适应社会主义市场经济要求的城镇住房新制度,实现2000年城镇居民住房达到小康水平的要求。新的住房制度,可以增加建房投入,形成住房资金的良性循环,促进房地产业和相关产业的发展,更快地解决人民群众的住房问题。他强调,在房改问题上不能等
