在包含地下作业的复杂的大型工程中,风险存在于设计、采购和施工各个方面。大量的工程项目由于通常被认为“不可预见的事件”而发生超预算、超工期的现象,这往往成为建设管理部门增加成本、延长工期的一种借口。
In complex, large-scale projects involving underground operations, the risks lie in all aspects of design, procurement and construction. A large number of projects are over budget and overwork due to what is often considered an “unforeseen event.” This often serves as an excuse for construction management to increase costs and extend construction schedules.
