廉价、高效政府是市场经济体制改革下政府管理改革的最终目标。廉价、高效政府的主要标志之一就是尽量节约使用纳税人的钱,减少公共资金浪费。对于公职人员履行职责、执行公务发生的职务消费,可以通过历史上的溯源、概念上的梳理,理清其存在的依据和发展演变规律,并寻找合理界定职务消费规模和范围的标准,这对改革和完善现有制度,节约政府资金,树立政府良好形象有着重要的理论意义和实际应用价值。
Cheap and efficient government is the ultimate goal of government management reform under the market economy system reform.
