In a conference hall on the outskirts of Beijing, 40 managers with legal personality, mostly from state-owned enterprises, were instructed by lecturers to teach them one Uruguay Round, one national treatment and tariff barriers. Some are taking notes, some listen quietly, and there are also a few heads that recline their eyes. Finally, the instructor points out the most crucial topic in this talk: “After we enter the WTO, we need to do business according to international standards.” China has come to realize the impending drastic changes.
