Rail transport has become a prominent weak link in the current four modernization projects and has become an important constraint in the development of the national economy. In particular, the passenger and freight transport is even more tense and passive on several busy trunk lines along the coast. Since the founding of New China, the investment in railway construction by the state reached 75 billion yuan in 1983 and regarded the railway as one of the strategic priorities in economic development.
