森林采伐是森林资源经营管理的关键环节和重要措施,也是连接森林经营与社会需求的重要一环。建立并实施森林采伐管理制度的目的在于通过控制森林年采伐量来达到逐年增加森林资源的存量,从而最终实现森林永续利用、改善生态环境。在新的形势下研究能保持林业可持续发展的森林资源管理新制度迫在眉睫。完善森林采伐管理制度对提高我国森林资源的生产供给和生态效益,对促进我国林业可持续发展,具有重要的理论和实践意义。
Forest harvesting is a key link and an important measure for the management of forest resources. It is also an important link connecting forest management with social needs. The purpose of setting up and implementing the system of forest harvesting management is to increase the stock of forest resources year by year by controlling the amount of forest harvesting each year so as to ultimately achieve sustainable forest use and improve the ecological environment.
