转变经济发展方式的必要性和迫切性已经获得学术界的广泛认同,但多年的经验表明,切实实现经济发展方式的转变是一个非常艰难的过程。为此,就需要深入分析中国经济发展方式长期难以转变的根源。中国经济发展方式的形成和锁定,主要是因为地方政府的行为倾向与转变经济发展方式之间存在着矛盾。因此,加快推进经济发展方式转变需要以深化地方政府治理结构改革为前提。
The necessity and urgency of transforming the mode of economic development have been widely recognized by the academic community. However, years of experience show that it is a very difficult process to effectively transform the mode of economic development. Therefore, it is necessary to conduct in-depth analysis of the root causes of the long-term difficult transformation of China's economic development. The formation and lock-in of China's economic development mode are mainly due to the contradiction between the behavioral tendencies of local governments and the transformation of economic development mode. Therefore, accelerating the transformation of the mode of economic development needs to deepen the reform of the governance structure of local governments as a prerequisite.
