R&D经费投入与财政科技支出是一个地区和国家创新发展和经济发展两个重要因素,也是社会经济可持续发展的源泉、推力与保障。本文结合河南省省情,试着从R&D经费投入和财政科技支出两个方面展开,从体制机制的角度利用规范和实证两种方法研究二者与河南省区域创新发展的关系,力图客观准确评价河南省现行科技创新体制与财税体制在河南省区域创新发展中的作用。并比较与其他地区的差距,发现存在的问题,进而寻找出问题的原因。最后是结论,提出政策性建议,以期能为促进河南省区域创新发展提供思路。
R & D expenditure and financial expenditure on science and technology are two important factors for the innovation and economic development of a region and a country, as well as the source, thrust and guarantee for sustainable social and economic development. Based on the situation of Henan Province, this paper tries to start from two aspects of R & D expenditure and financial expenditure on science and technology, using the normative and empirical methods to study the relationship between the two and the regional innovation and development in Henan Province from an institutional mechanism perspective, trying hard to objectively and accurately evaluate The Role of Current Science and Technology Innovation System and Tax System in Henan Province in Henan Province Regional Innovation Development. And compare with other regions of the gap, find the problems, and then find the cause of the problem. The last is the conclusion, put forward the policy suggestions, with a view to providing ideas for promoting innovation and development in Henan Province.
