图书馆规划引入顶层设计理念,旨在从战略和全局的高度,统筹图书馆各要素和各层级关系。图书馆既往规划存在统筹不足、文本不规范、宣传不到位、执行不力等问题。图书馆“十三五”规划的顶层设计,要以系统思维和全局视角,贯彻国家、图书馆主管部门和行业组织的政策精神,确定图书馆发展目标、思路、实施策略和保障措施,统筹部署规划的启动分析、文本形成、实施监控和评估优化等各个阶段,促进图书馆可持续发展。
Library planning introduces the top-level design concept, which aims to co-ordinate the various elements of the library and the various levels of relations from a strategic and overall perspective. Previous planning of the library there is insufficient co-ordination, the text is not standardized, publicity is not in place, the implementation of ineffective and other issues. The top-level design of libraries in the “13th Five-Year Plan” must carry out the policy motives of the state, library departments and industry organizations systematically and globally in order to determine the development goals, train of thoughts, implementation strategies and safeguard measures for libraries, Startup Analysis of Co-ordinate Deployment Planning, Text Formation, Implementation Monitoring and Assessment Optimization, etc. to promote the sustainable development of the library.
