改革开放以来救灾捐赠工作实现了快速蓬勃发展,但仍存在捐赠法律体系不完备、非政府组织参与不够、税收优惠政策和鼓励机制不足、信息公开缺乏规范性、监督管理机制不健全等诸多问题。需要更加明确捐赠违法行为的法律责任,扩大非政府组织的参与,完善救灾捐赠激励措施,规范救灾捐赠信息公开披露机制,建立一体化监管网络,提高捐赠款物管理和使用的透明度,加强社会主义慈善捐赠文化建设。
Since the reform and opening up, disaster relief and donation work has achieved rapid and vigorous development. However, there are still many problems such as the incomplete legal system of donation, the insufficient participation of NGOs, the insufficient tax preferential policies and encouragement mechanisms, the lack of normative information disclosure and the imperfect supervision and management mechanism. We need to clarify the legal responsibilities for donating illegal activities, expand the participation of non-governmental organizations, improve the incentive measures for disaster relief donations, regulate the public disclosure mechanism for disaster relief donations, establish an integrated regulatory network, improve the transparency in the management and use of donated funds and goods, and strengthen socialism Charity donation culture construction.
