关于侦查机制的改革,各地检察机关都进行了许多有益的探索,已经初步形成了不同的模式。影响基层检察机关反贪侦查模式选择的主要因素有侦查权权能性质、实施侦查活动的主体特征、侦查活动的对象特征。各地基层检察院在选择侦查模式时必须充分考虑这些因素,合理配置侦查力量,搞好权力划分,确定责、权、利关系,建立科学的考核机制。
With regard to the reform of the investigation mechanism, the procuratorial organs all over the country have conducted many useful explorations and have initially formed different models. The main factors influencing the choice of the anti-corruption investigation mode at the grass-roots procuratorial organs are the nature of the power of investigation, the main characteristics of the investigation activities, and the characteristics of the targets of the investigation activities. All local grassroots procuratorates must take these factors into full consideration when selecting the mode of investigation, rationally allocate the investigative power, improve the division of powers, establish the relations of responsibility, power and interests, and establish a scientific assessment mechanism.
