毛泽东曾经明确指出:“为什么人的问题,是一个根本的问题,原则的问题。”[1]以毛泽东为核心党的领导集体在执政实践活动中逐渐探索、开拓出全心全意为人民服务的执政理念,这一理念经历了从土地革命时期的萌芽、酝酿,抗日战争时期的提出形成到建国后丰富发展的曲折历程,凝聚了无数共产党人的心血。
