中央司法改革项目中明确将量刑规范化改革作为重要内容之一。保证量刑公开、公正是检察机关维护公平正义的责任。笔者试图通过自己的工作经历,根据人民检察院行使量刑建议权的现状,从量刑建议的规范化角度出发,建议从制定规范的量刑指导规则、明确量刑建议权的主体、健全量刑建议的程序、完善量刑建议的形式等六个方面进行完善。
