深圳口岸体制改革是国务院的改革试点,其中深圳港口的体制改革已于1995年完成。按照“一城一港,政企分开”的思路,深圳港务管理局作为市政府的职能部门,统一行使深圳市的港口行政管理职能。此次《深圳港口引航管理办法》的出台.标志着深圳市引航改革也迈出了新的一步,进入了实质性的阶段。 由于引航是国家主权的体现,与运输生产密切相关,且涉及安全问题,不宜全面放开。按照“一城一港一引航”的原则,深圳港设置一个非营利性的引航机构,与企业脱钩,统一负责全港的引航。引航机构归港务管理局管理,其党政关系及行政行业管理由港务局负责;引航的安全监督、引航员的培训、考试、发证由安监局负责。这样使港口的引航工作既能服
Shenzhen port system reform is a reform pilot of the State Council, of which Shenzhen port system reform was completed in 1995.
