《煤矿安全规程》第423条规定“矿井高压电网的单相接地电容电流不得超过20安培。否则,必须采取限制措施。”随着大型矿井的出现、老矿的挖潜改造、采掘机械化水平的提高和移动变电站的建立,矿井6 kV电网电缆的总长度也相应增加,电网的电容电流也远远超过了《煤矿安全规程》的规定。据邢台煤矿1984年底的统计,6kV电网电缆的总长度已达27.305km,架空线长达17.6km,单相接地电容电流高达28A。因此,曾多次引起异地接地短路或就地短路“放炮”事故。
