水库工程的正常运行和工程效益的有效发挥,依赖于水库管理规范化、法制化、现代化建设。推动水库管理现代化要认真贯彻执行各项水事法律、法规、规章和规范性文件,为水库现代化管理提供依据与保障;要积极推进水库管理设施等硬件现代化建设,为水库现代化管理提供必备的基本条件;要努力提高工程管理水平;充分发挥水库工程综合效益;要努力推进水库管理理念、管理体制、运行机制等的现代化,促进水库现代化管理的长期、有效的发展。
The normal operation of reservoir projects and the effective utilization of engineering benefits depend on the standardization, legalization and modernization of reservoir management. To promote the modernization of reservoir management, the water laws, regulations, rules and normative documents should be conscientiously implemented to provide the basis and guarantee for the modernization management of reservoirs. We should vigorously promote the hardware modernization such as reservoir management facilities and provide essential for the modernization of reservoir management We must strive to improve the project management level; give full play to the comprehensive benefits of reservoir projects; strive to promote the modernization of reservoir management concepts, management systems and operation mechanisms, and promote the long-term and effective development of reservoir modernization.
