我厂建于1958年,是个自行车专业生产厂。建厂以后,很长一段时间生产不景气,由于产品质量不过关,经营管理不善,企业由微利变为亏损,到1982年累计亏损1480多万元,工厂濒于倒闭。1983年初进行停产整顿,在此基础之上,针对我厂的实际情况,决定走“内包、外联”搞活企业的路子,国家对企业实行了大包干,企业内部实行层层承包,同时建立了“厂内银行”,加强企业内部经营管理,并与天津自行车厂实行挂牌联合,到1987年共盈利1871.2万元,成为全市上缴利税千万元大户,并先后荣获省“六好企业”和省级先进企业等荣誉称号。我厂这几年的变化,承包和“厂内银行”起了重要的作用。
