社会主义现代化建设的进程把普通高中整体改革推上了亟待解决的议事日程。作为基础教育最高层次的普通高中教育,其目标和任务是在九年义务教育的基础上,使受教育者的全面素质进一步提高,既为高一级学校输送合格的新生,又为四化建设培养大批优良的劳动后备力量。全国每年大约有250万高中毕业生,能够升入高一级学校的只有62万左右,近80%的高中毕业生直接进入社会的各条战线。而长期以来,普通高中之车在唯升学教育的轨道上运行,后一重任务没有得到很好的落实。愈演愈烈的升学竞争严重扭曲了普通高中的性质、任务和培养目标。普通高中从课程设置及形态、教学内容与要求到学校的管理,无不服从应试的需要,基本上办成了唯升学教育的单一模式。
