云南省人民政府关于云南省产品采用国际标准和使用采用国际标准产品标志工作的通知云政发〔2001〕91号各州、市、县人民政府,各地区行政公署,省直各委、办、厅、局:积极采用国际标准是《中华人民共和国标准化法》及其实施条例和国务院《质量振兴纲要》确立的一项重要的技术经济政策和方针,是扩大对外贸易的重要技术经济政策和技术引进的重要组成部分;为消除不必要的国际贸易技术壁垒,按照《贸易技术壁垒协议》的要求,积极采用国际标准已成为国际惯例;采用国际标准不仅有利于企业充分利用先进的科学技术为我所用,指导和规范生产,促进企业技术进步,而且也是为了不断提高我国产品质量,进一步缩小我国产品质量与发达国家差距的迫切需要。为进一步提高我省产品标准水平,促进技术进步,加强企业管理,提高产品质量,省人民政府决定在全省范围内开展云南省产品采用国际标准和使用采用国际标准产品标志工作。各地、各部门要抓住当前我国即将人世和国际国内经济结构调整、产业升级的有利时机,进一步加强采用国际标准工作,引导和鼓励我省企业积极采用国际标准并使用采用国际标准产品标志,推进企业技术创新,使全省产品质量总体水平跃上一个新台阶。总体目标:按照《云南省人民政府关于进一步加强质量工作的通知》(云政发〔1999〕235号)要求,经过努力,到2005年全省主要工业产品采用国际标准或国外先进标准要达到85%以上,到2010年要达到90%以上;2001年全省水泥生产企业的产品力争70%采用国际标准,白砂糖生产企业产品力争80%采用国际标准。组织领导:省质量技术监督局负责全省企业采用国际标准的监督管理,具体工作由省采用国际标准办公室实施。各级政府要加强对采用国际标准工作的领导,按照总体目标要求,提出本地区的采标目标,协调有关部门工作,引导企业积极采用国际标准。各级质量技术监督部门要认真做好服务工作,指导企业积极采用国际标准。管理办法:产品采标认可和采标标志备案工作按照《云南省产品采用国际标准认可和采用国际标准产品标志备案管理办法》(附后)进行管理。云南省人民政府二○○一年六月三十日 Notice of Yunnan Provincial People’s Government on the Adoption of International Standards for Products in Yunnan Province and the Work on the Use of Products with International Standard Signs Yunzhengfa [2001] No. 91 People’s Government of All Regions, Cities and Counties, Administrative Regions of Various Regions, Provincial Committee, Office and Office Bureau: Actively adopting international standards is an important technical and economic policy and policy established by the “Standardization Law of the People’s Republic of China” and its implementing regulations and the “State of Quality and Rehabilitation Program”. It is also an urgent need to constantly improve the quality of our products and to further narrow the gap between our country’s product quality and that of developed countries. In order to further improve the level of product standards in our province, promote technological progress, strengthen enterprise management and improve product quality, the provincial people’s government decided to carry out Yunnan Province’s product adoption of international standards and the use of international standard product labeling throughout the province. All localities and departments should seize the current favorable opportunity of our country’s coming into the world and the adjustment of international and domestic economic structure and industrial upgrading, further strengthen the work of adopting international standards, guide and encourage enterprises in our province to actively adopt international standards and promote the use of international standard product symbols Enterprise technological innovation, the overall level of product quality in the province to a new level. Overall Objectives: In accordance with the requirements of the Notice of Yunnan Provincial People’s Government on Further Strengthening Quality Work (Yunzhengfa [1999] No. 235), efforts will be made to bring the major industrial products of the province to adopt international standards or advanced foreign standards in 2005 to reach 85 % Or more, to reach more than 90% in 2010; in 2001 the province’s cement production enterprises and strive to 70% of the international standards, 80% of sugar products manufacturers strive to adopt international standards. Organizational leadership: Provincial Bureau of Quality and Technical Supervision is responsible for the province’s enterprises to adopt international standards of supervision and management, the specific work by the province to adopt the International Standards Office. Governments at all levels should strengthen their leadership over the work of adopting international standards, put forward the goal of adopting the targets in the region in accordance with the requirements of the overall objectives, coordinate the work of relevant departments and guide enterprises to actively adopt international standards. Quality and technical supervision departments at all levels should conscientiously do a good job in service and guide enterprises to actively adopt international standards. Management Measures: Adoption of Products Adoption Standards and Adoption of Labeling and Marking Records shall be managed in accordance with the Administrative Measures on the Adoption of International Standards of Yunnan Province for Products Adopting International Standards for the Labeling of Products and Use of Records (attached).
