From the late Qing dynasty to the midst of the throes of the modern transformation of the Chinese law, with its official impetus, many foreign jurists traveled to the oceans for hosting and participating in this series of activities. In the late 1940s, Pound, the American jurist, should be regarded as the legal adviser to the National Government by the appointment of the Nanjing National Government Justice Department.
