会议作为发扬党内民主的基础环节和重要形式,是开展党内政治生活的重要抓手。长期以来,形式主义会风使各级党组织在事务商议、决策与执行环节上实效性大打折扣。当务之急,必须努力完善党内议事制度中的发言原则、动议原则及表决原则,并且将“四个意识”作为议事制度在价值层面的基本原则。这样才能真正经由程序正义保障实质正义,同时立足实际,建立起一套适用于自身的党内议事规则,从而助推新形势下党内政治生活的严肃展开。
As the basic link and an important form of promoting inner-party democracy, the meeting is an important starting point for carrying out political life within the party. For a long time, the formalism has greatly reduced the effectiveness of party organizations at all levels in deliberations, decision-making and implementation of the affairs. At the top of our agenda, we must strive to improve the principle of speech, the principle of motion and the principle of voting in the system of inner-party deliberations, and regard the “four consciousnesss” as the basic principle of the system of procedure at the level of value. In this way, substantive justice can be guaranteed through procedural justice and at the same time, a set of rules of procedure for inner-party affairs that are applicable to itself can be established based on reality so as to boost the seriousness of the inner-party political life under the new situation.
