能源是国民经济发展的重要物质基础。国民总产值在本世纪末翻两番,而能源只能翻一番,能源是制约国民经济发展的瓶颈。供需矛盾十分突出,为顺利向小康迈进,必须坚决贯彻“开发与节约并重,近期把节约放在优先地位”的节能方针。 随着改革开放的深入,社会主义市场经济的迅猛发展,政企分开,政府的职能转变,强化宏观控制,企业将是独立的法人。在节能管理上,外部指令性指标考核将会减少,相对讲外部压力减少,节能的动力主要来自企业内部。强化节能管理是企业当务之急,节能工作任重而道远,必须持之以恒。
Energy is an important material basis for the development of the national economy. When the gross national product (GNP) is quadrupled by the end of this century, energy can only double, and energy is the bottleneck that restricts the development of the national economy. The contradiction between supply and demand is very prominent. In order to smoothly advance toward a well-to-do society, we must resolutely implement the energy-saving guideline of “laying equal stress on development and economy and giving priority to saving in the near future.” With the deepening of reform and opening up, the rapid development of the socialist market economy, the separation of government and enterprises, the transformation of the government’s functions and the strengthening of macro control, the enterprises will be independent legal persons. In energy-saving management, the external assessment of mandatory indicators will be reduced, speaking less about external pressure, energy-saving driving force mainly from within the enterprise. To strengthen energy-saving management is a top priority for enterprises, energy-saving work has a long way to go and must be persevered.
