近年来,乡村两级债务沉重,已成为制约农村经济发展、影响农民利益和农村社会稳定的一个重大问题。任其发展,不仅会拖垮乡村集体经济组织,加重乡镇财政和农民负担,损害国家、集体和农民的利益,而且会扰乱国家正常的经济秩序,影响农村基层政权的巩固和农村社会的稳定。因此,必须采取切实可行的措施化解老债务,有效制止新的不良债务继续增加,为农村经济健康发展营造良好的环境。
In recent years, heavy debt at the village and village levels has become a major issue that restricts the development of rural economy, affects the interests of peasants and rural social stability. Any development will not only bring down rural collective economic organizations, increase the financial burden on farmers and townships in towns and villages, damage the interests of the state, collectives and peasants, but will also disturb the normal economic order of the country and affect the consolidation of rural grass-roots political power and the stability of rural society. Therefore, we must take practical measures to dissolve the old debt, effectively prevent new non-performing loans from continuing to increase, and create a favorable environment for the sound development of rural economy.
