People who hold a critical view of China’s accession to the WTO are concerned that once China becomes an official member of the WTO, China may disrupt the work of the organization or try to change the organization for its own benefit. The Wall Street Journal published an editorial that “fears Beijing’s entry into the WTO and then disrupts the organization by violating the rules or spirit of the rules.” Such worries are not unreasonable. “ This hypothetical worry is difficult to assess, but we can come to some initial observations by examining China’s place in the United Nations and other major international organizations. After China joined the United Nations in late 1971, some worried that China would immediately seek to join other important international organizations affiliated with the United Nations and use its membership to disrupt the status quo. Critics worry China will use the veto to paralyze the UN Security Council. Facts have proved that the result is not the case. China has only gradually joined all the major international organizations in the UN system, including the World Bank and the International Monetary Fund. Further, as Sam Kim’s analysis shows, Beijing’s tendencies ”clearly manifest itself in defending the existing system." Accordingly, Beijing is very much interested in what the United Nations can do to modernize China, What can be done to change the United Nations?
