自1982年起,全国人大和国务院授予地矿部门履行矿产开发监督管理的政府职能,1986年《矿产资源法》颁布实施,使这项政府职能成为严肃的行政执法工作。在部党组的正确领导下,在各级人民政府和有关部的支持配合下,开创了矿管工作的新局面。我国矿业法规体系的框架已经形成,矿管机构网络已经建立,勘查登记发证已经走向正轨;
Since 1982, the National People’s Congress and the State Council granted the government of the mining and mining departments to perform the functions of supervision and management of mineral development. The “Mineral Resources Law” was enacted in 1986, making this government function a serious administrative law enforcement work.
