西部大开发是一项长期性的战略举措,是一项法治系统工程。西部大开发坚持法治先行的原则,加强立法,把国家关于西部开发的一系列方针、政策提升为具有国家强制力的法律形式。建议尽快出台《西部开发促进法》,它将是一部体现国家优惠政策和旨在保障权利的基本法律,也是一部体现国家宏观调控、促进并保障西部开发的法律。新一轮西部大开发战略的实施已经开局,尽快完善适应西部大开发的法律制度及其监督机制,尤其率先出台《西部开发促进法》和相关的配套法律法规,显得特别迫切。
The development of the western region is a long-term strategic move and is a systematic project of the rule of law. The western development insists on the principle of the rule of law, strengthens legislation and promotes a series of national guidelines and policies concerning the development of the western region to legal forms with state coercion. It is proposed that the Law on the Promotion of Western Development be promulgated as soon as possible, which will be a basic law that reflects the national preferential policies and aims at safeguarding rights and a law that reflects the state’s macro-control and promotes and ensures the development of the western region. The implementation of a new round of the strategy of large-scale development of the western region has begun. It is especially urgent to improve the legal system and its supervision mechanism that is suitable for the development of the western region as soon as possible. In particular, it is particularly urgent to introduce the “Western Development Promotion Law” and related supporting laws and regulations as soon as possible.
