工业化快速发展衍生出环境质量恶化与资源短缺等问题,节能减排正在成为推动经济可持续发展的重要举措。节能减排趋势下,支持我国产业升级转型发展的财税金融政策,需要以科学发展观为核心,坚持建设公共财政改革方针,统筹利用税收、公共投资、贴息与转移支付等财税政策,构建产业升级的财税金融政策体系,推动我国产业升级转型与经济可持续发展。
The rapid development of industrialization has led to such problems as the deterioration of the environment and the shortage of resources. Energy conservation and emission reduction are becoming important measures to promote sustainable economic development. Under the trend of energy saving and emission reduction, fiscal and tax policies that support the industrial upgrading and transformation in China need to take the scientific concept of development as the core, adhere to the principle of building a public finance reform, and make overall use of fiscal and tax policies such as tax revenue, public investment, interest subsidy and transfer payments to build an industrial upgrading Taxation and financial policy system to promote China’s industrial upgrading and economic restructuring and sustainable development.
