农村基层政权是党在农村的执政基础,要进一步巩固这个基础,必需正视农村基层政权建设中存在的问题并针对性加以解决。目前,农村基层政权在农村基层政权建设的自身规律的研究和把握上;在农村基层政权建设的领导体系上;在农村党员教育管理的手段、方法上;在农村基层政权民主建设的发展上;在农村基层干部队伍自身素质上存在着多种不适应。针对这种不适应要采取理顺组织领导机制;改革运行管理机制;建立有效激励保障机制;强化有力的监督制约机制等相应措施加以解决。
