查最近太原鐵路局内,鐵路器材設施遭受破壤及妨道礙運輸等事件不断發生,使國家财産及人民交通遭受嚴重损失。據瞭解:有政治特務的破壞。例如割電綫、偷道木、破壤橋梁、向列車打槍、列車行過打訊號槍、將鐵軌横放道軌上、在鐵軌上擺行頭、拔道釘等。有的是由於鐵员工技術差和责任心不强,如靈石列車相撞及岩會列車顛覆等;有的是少數沿綫居民對自己的鐵路認識和愛護不够,如小孩子在道軌上擺石子、挖掘路基等以及對火車性質不明,通過鐵路造成誤傷(如大郭村軋死騾一頭)。據以各種情形,决定沿綫居民及各級政府公安人員,務須協助消滅事故及案件,保証人民鐵路不受損壤
