立法机关在地方性法规制定过程中,既要扩大法规制定中包括部门在内多元社会利益主体的立法参与程度,同时也要注意防范一些部门所提出的那些单纯为本部门特殊利益服务的意见和要求,防止异化后的部门利益渗入到地方性法规当中。
