查國家大規模建設業經開始,為適應國家各種建設上的需要,有時必需徵用部分民地,茲為便於在征用民地中正確處理有關各項問題起見,特作以下幾項原則上的規定: 一、今後興建經濟、國防等工程,地址必須慎重選擇確定,並儘先使用荒地、空地或公地,儘可能不在人口稠密地區佔用肥沃土地。如當地無荒地、空地或公地以資利用,而根據國防及經濟建設需要必須徵用民地,經實地勘察,因受位置與地形影響必須征用群衆的耕地、菓木園、坟區、村莊以及須群衆遷移時,施工單位不得自行决定,應事先將地區具體情况如用地面積與位置、土地及地上物情况、圖形等項報明經上級批准。其批准手續為:
