80年代以来,我国一些医院实行了院长负责制,这对于提高医院经营管理效益,促进医院建设,起到了良好的作用。但是10余年来,对院长负责制没有从理论上作出科学的解释,给予规范的界定。在实践上也没有走出一管就死,一死就放,一放就乱,一乱就管的怪圈。本文试图从产权分析入手,对完善医院院长负责制作理论性探讨。
Since the 1980s, some hospitals in China have implemented the president responsibility system, which has played a good role in improving the efficiency of hospital management and promoting hospital construction. However, for more than 10 years, no theoretical explanation has been given to the system of deputy director’s accountability, and the norm has been defined. In practice, there is no way to go out of one pipe to die, one to die, one to put on the chaos, a mess to control the cycle. This article attempts to start from the analysis of property rights, and is responsible for making the hospital director responsible for making theoretical discussions.
