HSE(Health,Safety,Enviroment)管理体系在我国石油行业已经应用多年,管理者广泛使用体系中特定的风险管理方法,通过风险识别,风险评价和风险描述,制定针对性极强的风险防范措施,落实“以人为本”的核心思想,贯彻“事先预防”的体系精髓,追求“零”事故的奋斗目标。HSE管理体系所具有的先进性、科学性、技术性、规范性的本质特性是通过管理者对三方因素进行均衡,协调,统一的管理手段体现出来的,如果在管理过程中出现偏倚,则不能达到HSE管理的最佳效果。评估管理者管理效果的协调性,均衡性,可应用数学模型,结婚风险识别因素,风险评价数据绘制理想管理状态下圆形图和工程项目中实际管理效果图,通过对比,管理者能认识到工作中的不足,以及偏重,欠缺的方向,并可以以此为依据调整相应的工作。
