“迁移是人力资本投资的伪形式”的观点忽视了人力资本的不可分性这一特点。人力资本的各种投资方式并非是独立发挥作用,而是存在交互作用。人力资本理论产生的历史背景及其理论演进脉络表明,迁移纳入人力资本框架具有其内在逻辑。分析我国改革开放以来农民从乡村向城市、从落后地区向发达地区的迁移和流动行为,可以得出:迁移提高了个体的自我意识;有利于移民获取更多有价值的信息;提高了移民的技能,同时促进了个体对自身及子女的人力资本投资。因此,迁移纳入人力资本理论的范畴不仅具有重要的理论意义,更对转型中的中国具有特殊的政策启示和现实价值。

The historical background of human capital theory and the evolution of its theory show that migration into the human capital framework has its inherent logic. Analyzing the migration and mobility of peasants from rural areas to urban areas and from underdeveloped areas to developed areas since China's reform and opening up, it can be concluded that: migration increases individual self-awareness; facilitates immigrants to obtain more valuable information; improves immigration Skills, while promoting the individual's own and their children's human capital investment. Therefore, the migration into the category of human capital theory not only has important theoretical significance, but also has special policy implications and realistic value to the transitional China.
