随着经济的发展,资源型产业对自然资源的消耗与日俱增,同时其生产过程产生大量的污染。因此,资源型产业的可持续增长受到资源耗竭和环境污染治理成本等因素的制约。以内生增长理论和可持续增长理论为基础,通过定量和定性分析相结合的方法,建立资源和环境内生化的增长模型,引入跨期消费效用函数,构建Hamilton函数,利用Pontryagin极大值原理求得模型的动态最优控制解,得出资源型产业可持续增长的最优路径,即推导出资源的最优开采速度。发现资源型产业为保障不可再生能源的持续利用,需要加大替代能源的开发。通过“开源、节流、高效”的路径,实现能源和环境约束下的资源型产业可持续增长目标。
